Mr. Timothy Pfannenstein assumed the position as the Executive Director of Fleet Readiness Center Southeast (FRCSE) in May 2023. In this capacity, he serves as the senior civilian and principal advisor to the Commanding Officer responsible for the strategic planning and business management of an organization with $1.2 billion in annual revenue. He oversees a workforce of approximately 3,500 civil service employees, providing maintenance, repair, and overhaul services along with direct Fleet support to the warfighter.
Mr. Pfannenstein previously served as the Fleet Support Team (FST) Site Lead and Department Director where he was responsible for the management of cost, schedule, performance, and technical risk in support of Naval Aviation Program Offices and associated FSTs.
In this capacity, he oversaw more than 675 personnel on 15 different FST Teams, a Fleet Support Office and a Program Management Division, all of whom support various aircraft, engines and commodities. Mr. Pfannenstein also served as primary liaison with the FRCSE Commanding Officer, Commander, Fleet Readiness Centers and other FRC Fleet Support Teams in managing workload and developing technical policies.
Mr. Pfannenstein was born and raised in Saint Cloud, Minnesota. He enlisted in the Navy in August 1978 and concluded a 40-year military career in 2018. Among various other assignments, he served as an Aviation Electronics Technician, Aviation Maintenance Officer, Maintenance Material Control Officer, Officer-in-Charge, Program Manager, and completed a major command tour as Executive Officer and Commanding Officer of Fleet Readiness Center Southwest (FRCSW) from 2012-2016.
Mr. Pfannenstein continued in federal service as the NAVAIR Sustainment Group Chief of Staff, where he played a key role in NAVAIR’s transition from the Competency Aligned Organization to its newly minted Mission Aligned Organization.
Mr. Pfannenstein holds a Bachelor of Science Degree in Business Management and a Master of Arts Degree in Education. He currently holds an Advanced Certification in Life Cycle Logistics, is certified as a Practitioner in Engineering and Technical Management, and is also a certified Electronics Mechanic Journeyman. He is the recipient of numerous military awards, medals and commendations, most notable of which are the Military Legion of Merit, Stan Arthur Award for Logistics Management Excellence, USS John C. Stennis “Straight Furrow” Award for Leadership, Commander, Naval Air Forces Leadership Award and Naval Air Systems Command Logistician of the Year.
